CIAT is a committed member of the CGIAR and looks forward to doing its part to make the revitalization of the CGIAR a success.

At the December 2008 Annual General Meeting (AGM) in Maputo, Mozambique, members of the CGIAR unanimously adopted an Integrated Reform Proposal to revitalize the CGIAR, marking the culmination of the Change Management Initiative. The CGIAR now enters a transition phase in which the appointed Transition Management Team (TMT) will implement and monitor changes to ensure their alignment with the reform's strategic objectives.

Changes to the CGIAR will result in a very different organizational structure. Here are some of the key points:

  • Over the course of this year, the new model will organize those who conduct research into the Consortium of Centers and those who fund research into the CGIAR Fund.
  • Shifting CGIAR operations from promoting center autonomy in favor of system coherence, the Consortium will legally unite the research centers under a professional board and a Chief Executive Officer. The Consortium will formulate results-oriented research agendas, creating a Strategy and Results Framework in close collaboration with members and partners.
  • The Fund will allow donors to coordinate their investments and harmonize resource allocation, providing a multiyear funding mechanism that ensures appropriate support to priority research through mega-programs. Key decisions will be made by the Fund Council, which will be chaired by the World Bank and report to all donors at a biennial Funders Summit.
  • The Fund Council will arrange binding performance contracts with the Consortium, which will enter into similar agreements with the centers and partners.
  • An independent Science and Partnership Council will advise the Consortium Board and help donors assess the 6-year Strategy and Results Framework, which will be approved by the Funders Summit.
